The OCWR Board of Directors has adopted regulations implementing the public access provisions of the Americans with Disabilities Act (ADA) in the legislative branch and submitted them to Congress for approval via a notice of adoption in the Congressional Record in 1997, 2016, and 2023. To date, no congressional action has been taken on any of the Board’s adopted ADA regulations, and therefore these regulations have not been issued.

History of the Pending ADA Regulations
The OCWR Board first adopted ADA public access regulations in 1997, and adopted updated regulations in 2016. Prior to being submitted for approval by Congress, those regulations were proposed by the OCWR Board, opened to public comment, and then adopted by the Board after consideration of the comments received. No congressional action was taken and therefore these regulations were not issued and did not become effective.
