The Congressional Accountability Act of 1995 (CAA) Reform Act established the Office of Congressional Workplace Rights (OCWR), which administers and ensures the integrity of the CAA through its programs of education, dispute resolution, safety and health, public accessibility, and labor-management relations. The OCWR applies 14 workplace protections to the more than 30,000 employees of the legislative branch, including unpaid staff. To align with the annual reporting requirements under the CAA Reform Act, the OCWR produced the 2020 Annual Report that covers the Office’s activities during the period from January 1, 2020 to December 31, 2020.
